This guide explains who gets the extra rice, how much you should receive, whether you need to apply, how to check your record, and what to do if your ration shop is still giving you the old quantity.

Quick Answer

  • Mukhyamantri Annapurna Yojana (MAPY) was launched by Chief Minister Mohan Charan Majhi on 12 June 2026. It gives an additional 5 kg of free rice to NFSA and SFSS beneficiaries.
  • Over 3.28 crore people, nearly 80% of Odisha’s population, are covered, according to the Chief Minister’s Office.
  • There is no separate application form. If your name is on an active NFSA or SFSS ration card, you get the extra rice at your usual ration shop (Fair Price Shop).
  • Keep your 11-digit ration card number and Aadhaar ready, and make sure every member’s e-KYC is done.
  • Rice missing? Call toll-free 1967 or file a complaint on grs.pdsodisha.gov.in.

What Is Mukhyamantri Annapurna Yojana?

Mukhyamantri Annapurna Yojana is a state-funded food security scheme run through Odisha’s Public Distribution System (PDS) by the Food Supplies & Consumer Welfare Department. Chief Minister Mohan Charan Majhi launched it on 12 June 2026 at a state-level event in Bhubaneswar marking two years of the government. The Chief Minister's Office says it provides “an additional 5 kg of free rice to beneficiaries under NFSA and SFSS” and benefits over 3.28 crore people.

The state cabinet approved the scheme on 4 April 2026 for the 2026-27 financial year. At the launch, the Chief Minister said the government will spend about ₹8,813 crore a year on it, as reported by PTI and The New Indian Express. The extra rice comes from the state’s own budget and is over and above the free rice families already get under the central food security programme.

Note: Do not confuse this with West Bengal’s “Annapurna Yojana” (a cash scheme for women) or the older “Annapurna Scheme” rice allotment that Odisha’s Food Department has run for years. Mukhyamantri Annapurna Yojana is a separate, new Odisha scheme for ration card holders.

Who Can Benefit?

The extra rice goes to people who are already PDS beneficiaries in Odisha. You are covered if your name is listed on an active ration card under either of these schemes:

  • NFSA (National Food Security Act): Priority Household (PHH) cards and Antyodaya Anna Yojana (AAY) cards for the poorest families.
  • SFSS (State Food Security Scheme): Odisha’s own scheme for poor and eligible families left out of NFSA.

You will not get the extra rice if your family has no NFSA or SFSS ration card, or if a person’s name has not been added to the family card. The scheme counts beneficiaries on the card, so a newborn, a new bride or any member missing from the card is not counted until added.

Benefit Details: How Much Rice Will You Get?

Before the scheme, NFSA and SFSS beneficiaries got 5 kg of free rice per person per month. Mukhyamantri Annapurna Yojana adds 5 kg more, free of cost.

For example, a Priority Household card with 4 members should now receive 40 kg of rice a month instead of 20 kg.

Note: The official pages we checked do not state the exact extra quantity for AAY cards, which already get a fixed 35 kg per family. AAY card holders should check the quantity shown on the ePoS machine at the ration shop or ask on helpline 1967.

Documents and Beneficiary Records

You do not need to submit any new document for this scheme. What matters is that your existing ration card record is correct:

  • Your ration card (11-digit number) is active under NFSA or SFSS.
  • Every family member who should get rice is listed on the card.
  • Each member’s Aadhaar is linked and e-KYC is complete.
  • The card is tagged to your Fair Price Shop, where rice is given after fingerprint authentication on the ePoS machine.

How Beneficiaries Are Identified and Enrolled

There is no separate enrolment. Beneficiaries are taken directly from the existing NFSA and SFSS ration card lists, so the extra rice is added to your card’s monthly entitlement automatically.

If you are not yet covered, the only way in is through the ration card system:

  1. No ration card? Apply for a new NFSA or SFSS card from the Food Department’s Citizen Services page (Apply New Card). See our ration card guide for the steps.
  2. Member missing from the card? Use Addition of Member on the same page. Our guide on how to add a member to an Odisha ration card explains the process.

Once a new card or member is approved, that person is counted for the extra rice like any other beneficiary. The department does not publish a fixed time limit for approving new cards or members.

How to Check Your Annapurna Yojana Benefit Status

There is no separate Annapurna list. To check, confirm that your card and members are active:

  1. Open the e-KYC Ration Card Status page on pdsodisha.gov.in.
  2. Select the scheme type (NFSA or SFSS) and enter your Aadhaar number or ration card number.
  3. Check that every member is listed and their e-KYC is complete.
  4. To see monthly transactions, go to SMART-PDS → Reports → Beneficiary Details, choose the month and year, and enter your ration card number and the captcha.
  5. At the ration shop, check the quantity shown on the ePoS machine every month before you sign off with your fingerprint.

What to Do If You Did Not Get the Extra Rice

If your ration shop is still giving only the old quantity, follow these steps:

  1. Count the members on your ration card. Rice is given only for members listed on the card.
  2. Check that each member’s e-KYC is done on the e-KYC status page.
  3. Ask the Fair Price Shop dealer to show the quantity on the ePoS machine, and ask for a receipt.
  4. If the problem continues, call the toll-free PDS helpline 1967.
  5. Or register a complaint on the PDS Grievance Redressal System (grs.pdsodisha.gov.in) or by email at odishapdsgrievance@gmail.com, and note the complaint number.

Our tip: You can also visit your Block or ULB supply office with your ration card. Note down the date and quantity you received each month so you can give exact details in a complaint.
