Your Odisha ration card lets your family collect free rice from the local ration shop every month, and it is now also the card through which the state’s Mukhyamantri Annapurna Yojana gives an extra 5 kg of free rice to every member. If your family has no card, or a name or e-KYC is missing on it, you can lose your share.
This guide explains the types of ration cards in Odisha, who is eligible, what details you need, how to apply online, how to check your card and e-KYC status, and what to do if your application is stuck or rejected.
Quick Answer
- Odisha has two kinds of ration cards: NFSA (National Food Security Act: AAY and Priority Household cards) and SFSS (State Food Security Scheme, for eligible families left out of NFSA).
- Apply online from the Citizen Services page of the Food Supplies & Consumer Welfare Department (food.odisha.gov.in) → Apply New Card.
- Keep ready: Aadhaar of every member, proof of residence and identity, an active mobile number, bank details, and electricity and LPG connection details.
- Check card details on SMART-PDS and e-KYC status on pdsodisha.gov.in.
- For complaints, call toll-free 1967 or use grs.pdsodisha.gov.in.
What Is an Odisha Ration Card?
A ration card is a family card issued by the Food Supplies & Consumer Welfare Department, Government of Odisha. It lists every member of the household, has an 11-digit card number, and links the family to one Fair Price Shop (FPS), called Khauti Kendra in Odia. Under NFSA, the eldest woman of the family (18 years or older) is treated as the head of the card.
As of September 2026, the state’s SMART-PDS portal shows over 1.02 crore ration cards. According to the Chief Minister’s Office, NFSA and SFSS together cover over 3.28 crore people, nearly 80% of Odisha’s population.
| Card / scheme | Who it is for | Monthly entitlement (October 2026) |
| NFSA – Antyodaya Anna Yojana (AAY) | Poorest households | 35 kg food grains per card, free, plus the extra Annapurna rice |
| NFSA – Priority Household (PHH) | Eligible families outside the exclusion criteria | 5 kg per person free + 5 kg per person free under Annapurna = 10 kg |
| SFSS | Poor, eligible families left out of NFSA | 5 kg rice per person + 5 kg per person free under Annapurna |
NFSA food grains are free because the Government of India extended PMGKAY (free food grains) for five years from 1 January 2024. On top of this, Chief Minister Mohan Charan Majhi launched the Mukhyamantri Annapurna Yojana in June 2026, giving an additional 5 kg of free rice to NFSA and SFSS beneficiaries.
Who Is Eligible for a Ration Card in Odisha?
Odisha selects NFSA beneficiaries by exclusion: any family that does not fall under the notified exclusion criteria can apply. A family is not eligible if it:
- owns two or more motorised three-wheelers, a four-wheeler, a heavy vehicle, a trawler, or two or more motor boats;
- owns a tractor, harvester or other mechanised farm equipment;
- has a regular employee of the Central or State Government, a PSU, a government-aided autonomous body or a local body (honorarium-based workers are not excluded);
- has a member earning over ₹10,000 a month (rural) or ₹15,000 a month (urban), or a pensioner above the same limits;
- runs a registered enterprise other than a micro-enterprise;
- pays Income Tax or Professional Tax;
- has an electricity connection of 2 KW or more using about 300 units a month on average; or
- lives in a house with three or more pucca rooms (pucca walls and roof).
Some families are automatically included if not otherwise ineligible: households without shelter, destitute people living on alms, Primitive Tribal Group households, widow pension holders, families with a member having 40% or more disability, and transgender persons. The online form also lists Tibetan refugees.

How to Apply for a New Ration Card Online
- Open the department’s Citizen Services page.
- Under NFSA or SFSS, click Apply New Card. The form opens on pdsodisha.gov.in.
- Fill Address Details and click Next.
- In Ration Card & FPS Details, choose your Fair Price Shop and grain mix.
- Add every family member. Spellings must match Aadhaar exactly.
- In Other Info, enter electricity, LPG, proofs, mobile and bank details.
- Submit and save a screenshot of any reference number shown.
Note: Submitting the form does not guarantee a card. Every application is checked by officials, and NFSA coverage has a fixed ceiling for the state. The department’s pages do not state a time limit for issuing a new card. If you cannot apply online, contact your Block office (rural) or urban local body supply office (towns).
How to Check Your Ration Card and e-KYC Status
- Card details: open SMART-PDS → Reports → Beneficiary Details, choose month and year, enter your 11-digit card number and captcha.
- e-KYC status: open the e-KYC status page, choose NFSA or SFSS, and enter the Aadhaar or ration card number.
e-KYC means confirming each member’s Aadhaar with a fingerprint on the e-PoS machine at your ration shop. Odisha extended its e-KYC deadline several times in 2025 and early 2026, and has said ration can be stopped for members who do not complete it. If anyone shows pending, take them to your ration shop with their Aadhaar soon.
Adding or Removing a Family Member
The Citizen Services page has online options to add, delete and transfer a member, or transfer a whole family, for both NFSA and SFSS. A person’s Aadhaar must first be removed from any old card before it can be added to a new one. Full steps and common errors are in our guide on how to add a family member to your ration card in Odisha.
How to Correct Details on Your Ration Card
There is no separate online correction option on the Citizen Services page. First check that the name or date of birth matches the member’s Aadhaar, since many mismatches start there. Then visit your Block or urban local body supply office with the card and the correct document. If nothing happens, raise a complaint on the grievance portal or call 1967.
Why Applications Get Rejected or Stuck
| Problem | What to do |
| Family falls under an exclusion criterion | Not eligible under NFSA; recheck the criteria before applying |
| Aadhaar already on another card | Delete or transfer the name from the old card first |
| Name or date of birth differs from Aadhaar | Match the Aadhaar spelling exactly and apply again |
| e-KYC not done | Complete fingerprint e-KYC at the ration shop |
| Pending for months | Follow up with the supply office, then raise a grievance |
Many other benefits also ask for a ration card. See our list of Odisha government schemes for 2026 and our guide to Odisha government services online.
