Madhu Babu Pension Yojana (MBPY) is the Odisha Government’s own social security pension, run by the Social Security & Empowerment of Persons with Disabilities (SSEPD) Department.

Quick Answer

  • MBPY gives a monthly pension to poor elderly people (60+), widows, persons with disability and some other groups in Odisha.
  • ₹3,500 per month for those aged 80 years and above and for persons with 80% or more disability (from January 2025). Most other pensioners get ₹1,000 per month.
  • Apply online on the SSEPD portal (ssepd.gov.in → Application For Beneficiary) or offline at the Block office (village) or Municipality/NAC office (town).
  • Keep ready: Aadhaar, age proof, income certificate or BPL card, bank account details, a photo, and a disability certificate/UDID if applying under disability.
  • Track your application with the application number or Aadhaar number on the official MBPY tracking page.

What Is Madhu Babu Pension Yojana (MBPY)?

MBPY started on 1 January 2008. It merged Odisha’s old State Old Age Pension Scheme and the Odisha Disability Pension Scheme into one scheme. It is separate from the Centre’s NSAP pensions.

About 36.75 lakh people were covered in 2024-25, and the Odisha Budget 2026-27 sets aside ₹5,837 crore for it.

Who Is Eligible for Madhu Babu Pension?

As per the MBPY Rules, 2008 and later amendments, these groups are eligible:

  • Old age: 60 years of age or above.
  • Widow: of any age. A widow whose husband died due to COVID is also covered.
  • Person with disability: aged 5 years or above and unable to do normal work due to blindness, orthopaedic disability, hearing and speech impairment, intellectual disability, cerebral palsy, autism, mental illness or multiple disabilities.
  • Cured leprosy person with visible deformity.
  • HIV positive person identified by the Odisha State AIDS Control Society, and the widow of an HIV positive person.
  • Unmarried woman above 30 years from a BPL family, or with her own income up to ₹24,000 a year.
  • Deserted or divorced woman.
  • Transgender person holding a certificate of identity under the Transgender Persons (Protection of Rights) Act, 2019.
  • Child orphaned due to COVID.
  • A person who was detained under MISA, 1971 (with documentary proof of detention).

If both husband and wife are eligible, each of them can get a separate pension.

Income, Residence and Other Conditions

The applicant must also meet these conditions (the online form asks you to declare them):

  • Income: family income from all sources should not be more than ₹60,000 per year, or the family should be in the BPL list.
  • Residence: permanent resident (domicile) of Odisha for at least 20 years.
  • No conviction: not convicted of any criminal offence involving moral turpitude.
  • No other pension: not getting any other pension from the Central Government, State Government or a government-aided organisation.

Relaxations: for persons with disability, widows and deserted or divorced women, the income limit does not apply if no family member pays income tax or is a government employee (working or retired). HIV positive persons, their widows and COVID orphans are also exempt.

Our tip: if you are not in the BPL list, get your income certificate first. See our guide on the Odisha income certificate. A residence certificate also helps when your address proof is weak.

Apply Offline at the Block or Municipality

The form (Form MBPY-I) is free at the Block Development Officer (BDO) office, Municipality/NAC office and Gram Panchayat headquarters. Submit it with documents to the BDO (rural) or the Executive Officer of the Municipality/NAC (urban), and take an acknowledgement receipt.

How Long Does It Take?

2026 update: earlier, new pensions were sanctioned only when a slot fell vacant, mostly on a pensioner’s death. On 20 February 2026, Chief Minister Mohan Charan Majhi announced that all eligible people will be covered in “saturation mode”, ending this wait. Ask your Block or ULB office how it applies in your area.

How to Check Madhu Babu Pension Status

  1. Open the official Track Madhu Babu Pension Yojna Application page.
  2. Enter your application number, or your Aadhaar number.
  3. Click Search to see the current stage of your application.

Pension Payment and Common Problems

The MBPY Rules fix the 15th of every month (Jana Seva Divas) for pension disbursement at the Gram Panchayat headquarters or the urban body office. If a pensioner cannot come to the place of disbursement, the rules say the pension should be delivered at the doorstep within seven days. The department’s 2024-25 report says pension of newly sanctioned beneficiaries is transferred directly to their Aadhaar-linked bank account.

  • Pension not received: check that your bank account is active and Aadhaar-linked, then contact the Block or ULB office.
  • Pending for long: track it online, then meet the District Social Security Officer (DSSO).
  • Application rejected: the rejection order must give the reason. Fix the issue and apply again, or approach the Collector.
  • Grievance: call the SSEPD helpline 1800 345 7150 or lodge a complaint on the Jana Sunani portal.

Beneficiary Changes: Death, Address and Verification

  • Death of a pensioner: the family should inform the Block or ULB office. Pension stops after the death.
  • Change of address: inform the BDO or ULB office to update your record.
